Abstract

This study aimed to investigate the role of digital transformation in enhancing employee productivity at the Ministry of Technical and Vocational Education in Tripoli. It sought to examine the current state of digital transformation, analyze the relationship between its dimensions and employee productivity, measure its impact, identify the major challenges hindering the implementation of digital transformation, and propose appropriate recommendations to address these challenges.
The study adopted a descriptive-analytical approach and used a questionnaire as the primary instrument for data collection. The study sample consisted of 163 employees selected from the study population, which comprised 285 employees working at the Ministry's headquarters. The dimensions of digital transformation included digital infrastructure, internal digital communication, institutional digital culture, and employee qualification and training. Employee productivity was measured through two dimensions: increased volume of completed work and effective time management.
The findings revealed that the level of digital transformation at the Ministry was moderate. The study also identified several challenges limiting its implementation, most notably weaknesses in digital infrastructure, limited training opportunities, and the inefficiency of some digital tools in use. Statistical analysis confirmed the existence of a statistically significant relationship and impact of digital transformation on employee productivity. Collectively, the dimensions of digital transformation explained 55.2% of the variation in employee productivity. Institutional digital culture and internal digital communication emerged as the most influential dimensions. Furthermore, the findings indicated that digital infrastructure had a statistically significant negative effect on employee productivity, which was attributed to its inadequate condition within the Ministry.
The study recommended the development of digital infrastructure, the enhancement of employee training and digital communication, and the promotion of a digital culture to support improved organizational performance and increased employee productivity.
