Electronic archiving and its role in developing administrative performance in Libyan institutions

This study aims to examine the reality of electronic archiving in Libyan institutions by analyzing its concept, importance, implementation requirements, and the challenges it faces, as well as its role in improving administrative performance. The study adopts a descriptive analytical desk-based approach through reviewing relevant literature and previous studies.
The findings indicate that electronic archiving is a key tool for achieving digital transformation, as it contributes to speeding up administrative processes, improving service quality, enhancing organizational efficiency, and facilitating access to information and decision-making. However, the application of electronic archiving in Libyan institutions remains limited and faces several challenges, including weak technological infrastructure, lack of qualified human resources, and insufficient legal and regulatory frameworks.
The study recommends improving digital infrastructure, providing continuous training for employees, strengthening administrative support, and updating legal regulations to enhance the effective implementation of electronic archiving and maximize its role in improving institutional performance.
