Abstract

This study aims to explore the requirements for implementing electronic management within the Ministry of Higher Education and Scientific Research in Libya by identifying the main challenges and obstacles that limit the effectiveness of this approach, and by analyzing the technical, human, and administrative dimensions associated with the digital transformation process. The study adopted a descriptive–analytical methodology. Data were collected from a sample of ministry employees using a questionnaire and were subsequently subjected to statistical analysis to calculate means and standard deviations for the study variables.
The findings indicate that the basic digital infrastructure is available to an acceptable extent; however, the weakness in updating software and electronic systems remains one of the major shortcomings. The results also reveal that employees possess basic skills and a growing awareness of the importance of digital transformation, yet there is a clear need for continuous training programs, improved performance evaluation mechanisms, and a more effective distribution of leadership responsibilities. From an administrative perspective, support from senior management and the presence of regulatory frameworks constitute a strength, while the persistent weakness of evaluation and accountability mechanisms represents an ongoing challenge. The most prominent obstacles include deficiencies in technical infrastructure, a lack of monitoring programs, the absence of strategic planning, limited financial resources, and the high cost of software.
In light of these findings, the study recommends developing digital infrastructure, strengthening continuous training programs for human resources, formulating clear strategic plans, and improving evaluation and accountability mechanisms to ensure the sustainability of digital transformation and to enhance the quality and efficiency of the electronic services provided by the ministry.
