The impact of simplifying administrative procedures on facilitating service delivery to citizens: A survey of the opinions of a sample of beneficiaries of the National Agency for Issuing Secure Documents in Chad

Abstract

This study aims to demonstrate the importance of administrative procedures in promoting comprehensive and sustainable development efforts by facilitating work at all levels of the civil service hierarchy. It presents proposals to ensure the development and reform of government agencies as a starting point for enhancing and supporting service recipients. Simplifying administrative procedures has become imperative to create effective processes capable of addressing challenges, keeping pace with change, improving the management of material, human, and financial resources, and interacting with citizens to provide them with distinguished services, thus contributing to driving development. The study employed a descriptive analytical approach, focusing on existing literature in the field of management across its various scientific disciplines. It revealed that administrative procedures are the starting point and the first step towards development, as they take into account social, administrative, and economic aspects. They also aim to modernize and develop the performance of the state's administrative apparatus to strengthen its ability to fulfill its fundamental mission of providing services to citizens. The study used the Statistical Package for the Social Sciences (SPSS) for data analysis. After analysis, the results, and Excel was used to create figures and graphs. The study also utilized various statistical methods to arrive at the conclusion, which includes findings and recommendations.
