Abstract

This research aims to examine the right of convicts to health care within correctional facilities through a theoretical framework of this right, addressing it in international and national law. It then analyzes health care methods within these facilities and the challenges that hinder the actual enjoyment of this legitimate right. The research concludes that there are numerous challenges, most notably legislative and institutional shortcomings that limit the efficiency of health care within correctional facilities in Libya. It also finds weak oversight and monitoring, and the failure of penal institutions to adhere to approved international health standards. The research emphasizes that adherence to these standards constitutes a true guarantee for convicts within correctional facilities
