Governance in Transition: Strengthening Administrative Capacity and Democratic Foundations in Libya

Abstract

In the post Gaddafi Era, one of the main question of the issue at stake is whether Libya will be a stable country or not. The answer of this question is not so clear and simple because there are certain problems inherent in Libya since the establishment of the country. After the civil war, state building and legitimacy problems are still continued in addition to the new problems. Deriving from these points, this articles analyses the security and state building challenges in Libya in the post Gaddafi era. It simply argues that, historical development plays a role in the security challenges that unveiled in the post Gaddafi challenges which is continued hinder the state-building process. Libya political, social Therefore in establishment of stability in Libya, one cannot overlook the deep-seated problems jeopardizing the state building process from starting. This article, therefore, examines the state building challenges and legitimacy problems in Libya and provides recommendations that promotes stability.
