الملخص

This study examines the reasons and conditions for succession of states according to the perspective of international legitimacy and the rules of public international law. The study explains how the principle of the right to self-determination under the auspices of the United Nations contributed to the elimination of colonialism and the emergence of new states. It also shows how, in the contemporary era, another reason for succession has emerged, which is the referendum according to constitutional methods or international standards. The paper concludes that the legitimacy of the successor state and its ability to gain international recognition and integrate into international organizations remains dependent on the extent to which regional and political change is compatible with the peremptory principles of the international legal system in order for it to become recognized among states and a member of the international community.
